Plans for structural work on a Gardena house go to the City of Gardena, which reviews building permits for its own addresses as an incorporated city. A plan checker follows the load path on the drawings, from the roof framing through the walls and floor to the anchors and footings, and asks about anything that breaks the chain. After approval, the same office sends an inspector at each stage before the work is hidden.

The inspection stops in order

Footing work is seen first, with trenches open and rebar tied but no concrete placed. Next the inspector checks anchor bolts or epoxy anchors for depth, spacing and the plate washers on the sill. Shear panel nailing and the hold-downs at each panel end follow. Drywall, stucco or a new floor go on only after that visit is signed. When an inspector asks for a correction, we make it and call for a recheck, so nothing gets buried before it has been approved.

A beam where a wall comes out

Taking out a bearing wall is a job plan check reads closely. The drawings show the new beam size, the posts at each end and the footing under each post, because the weight the old wall carried now rests on those points. An engineer's calculations travel with the set. On a raised floor, we look at the existing pier below each new post and pour a larger pad footing where the old one is too small. The checker wants that path unbroken all the way down to soil.
