Structural work becomes the first job in Long Beach whenever a house sits on cripple walls with no plywood on them. Those short stud walls between the foundation and the floor can fold sideways in a strong quake and drop the house onto its footing. Bracing the walls under the floor
Each cripple wall is measured for height and length, and the plywood is cut to cover it from sill to top plate. Nails go in on a tight edge pattern that the plans spell out, and holes are drilled through the panels so the cavity can vent. Where the walls are tall, or a corner has no room for a full panel, an engineer may call for hold downs or steel. Close to the Pacific, the connectors and nails are heavily galvanized or stainless so rust does not loosen them.
Permits and what follows
The City of Long Beach reviews the structural drawings and sends an inspector before the crawlspace is closed. With the house braced and bolted, other work can follow on a frame that holds. A home addition ties its new footing to the existing one with doweled steel. A whole home remodel that removes a bearing wall gets an engineered beam and posts, each sitting on its own footing. All of that rests on the foundation work done first, which is why the order matters to every finish above it.
